I have the honour to transmit herewith a copy of a report on conditions in Hong Kong during the three months following its fall.

2. This report was written by Mr. Milenko, a naturalised British subject of Russian birth, who was able to move about with some freedom in consequence and who eventually escaped via Macao as a Russian.

3. These reports are necessarily repetitive in many respects but I am forwarding Mr. Milenko's statement as it is of considerable general interest.

4. I shall be glad if a copy of this report may be sent to the War Office and Colonial Office.
